2. Project proposal:
- Location: HCMC (47 HIV Outpatient Clinics) 04 PKs at Children's Hospital 1, Children 2, Tropical, Pham Ngoc Thach, 24 clinics at 24 Preventive Medicine Centers (Preventive Medicine Center), districts, 16 rooms examination at district hospitals, 03 clinics at charity organizations.

Project Beneficiaries:
- Direct beneficiaries:
(1) HIV patients (~ 20,000 are on HIV / AIDS treatment, residing in HCMC and ~ 750 patients are not eligible for health insurance related to legal issues)
(2) Health facilities: 47 HIV / AIDS outpatient clinics
- Indirect beneficiaries:
(1) Family of HIV patient
(2) HCMC community
Challenges in the beneficiary community:
According to the report of the Center for HIV / AIDS Control, Ho Chi Minh City is currently treating 29,402 people infected with HIV / AIDS, of which 19,583 (71%) of people are from the city and 8,102 (29%) people are from the provinces. Out of 19,583 people in the city, 13,639 (70%) have health insurance and only 37% are using health insurance.

Providing HIV-positive people with health insurance
Long-term goal:
Providing HIV-positive people with health insurance
Short-term goal:
- Legal support ~ 750 patients
- Counseling ~ 20,000 patients on TT15, health insurance benefits and confidentiality (integrated with daily medical examination and treatment activities at Outpatient clinic)
- Promote 27 health facilities to sign health insurance contracts
- Submit a proposal for a license to the health care center to guarantee the patient to purchase health insurance
